OPA'90 Compliance is Met for Conducting Annual and
Semi-Annual Equipment Deployment Exercises in Accordance with PREP Guidelines
The Purpose of the Equipment Deployment
Exercise
is to have the Spill Response Team of the Facility Plan Holder Demonstrate their
Ability to Deploy and Operate the Oil Spill Response Equipment of the Plan
Holder.
The Response Equipment Utilized in the Equipment
Deployment Exercises should be in Good Operating Condition and Must be Operated
During the Exercise and Must be Appropriate to the Intended Operating
Environment.
Planning/Preparation:
An Initial Planning Meeting is held at the Client
Facilities to Develop and Review the Equipment Deployment Exercise. A
Review of Deployment Response Strategies and a Field Visit to the Boom and
Skimmer Deployment Site Location is undertaken.
Scenario/Exercise Design:
An Equipment Deployment Exercise Scenario will be
Developed based on Discharge Incidents which could Actually occur at Client
Facilities. Scenarios can include Oil Spill Discharge Incidents involving
Vessels, Marine/River Terminals, Facilities, Pipelines, Tank Truck Rollovers,
Offshore Facilities, Etc.
Spill Management Team Participation:
Participants in the Exercise are organized
according to the Specific Functional Role they will Perform within the Client's
Spill Response Team to Test their Ability to Deploy Response Equipment.
